                                        廣東省促進工(gong)業經(jing)濟平穩增長行(xing)動方(fang)案

為(wei)深入貫(guan)徹習近平總書記關(guan)于(yu)(yu)振作工業(ye)(ye)經(jing)濟的(de)重(zhong)要指示精神(shen),落實國(guo)家發(fa)(fa)(fa)展改(gai)革委(wei)等(deng)部委(wei)《關(guan)于(yu)(yu)印發(fa)(fa)(fa)促進工業(ye)(ye)經(jing)濟平穩增(zeng)長的(de)若干政(zheng)策(ce)的(de)通知(zhi)》(發(fa)(fa)(fa)改(gai)產業(ye)(ye)〔2022〕273號),強化政(zheng)策(ce)扶持,優化發(fa)(fa)(fa)展環(huan)境,激發(fa)(fa)(fa)市場主體活(huo)力,進一步鞏(gong)固(gu)工業(ye)(ye)經(jing)濟增(zeng)長勢頭(tou),確保工業(ye)(ye)經(jing)濟運行在合(he)理區間,制定(ding)本行動方案。


一(yi)丶實施減稅降費(fei)行動

(一(yi))加大中(zhong)(zhong)小微(wei)(wei)企業設(she)備(bei)器(qi)具稅(shui)前扣除(chu)(chu)力度(du),中(zhong)(zhong)小微(wei)(wei)企業2022年(nian)(nian)度(du)內新(xin)購置(zhi)的單位(wei)價值500萬(wan)元以上的設(she)備(bei)器(qi)具,折(zhe)舊年(nian)(nian)限為3年(nian)(nian)的可(ke)(ke)選擇(ze)一(yi)次性稅(shui)前扣除(chu)(chu),折(zhe)舊年(nian)(nian)限為4年(nian)(nian)、5年(nian)(nian)、10年(nian)(nian)的可(ke)(ke)減半(ban)扣除(chu)(chu);企業可(ke)(ke)按(an)季度(du)享受(shou)優(you)惠,當年(nian)(nian)不足(zu)扣除(chu)(chu)形(xing)成的虧損,可(ke)(ke)按(an)規(gui)定(ding)在以后5個納(na)稅(shui)年(nian)(nian)度(du)結轉扣除(chu)(chu)。以購進(jin)500萬(wan)元以上的設(she)備(bei)器(qi)具相關信(xin)息(xi)為依據,對(dui)納(na)稅(shui)人開(kai)展精準推(tui)送服(fu)務(wu)。(省稅(shui)務(wu)局(ju)、深圳市稅(shui)務(wu)局(ju),各地(di)級以上市人民政府,第(di)一(yi)個為牽頭單位(wei),下同)

(二(er))做好(hao)制造業(ye)中小(xiao)微(wei)企業(ye)稅費(fei)緩(huan)繳(jiao)(jiao)政(zheng)策(ce)延(yan)期的落實(shi)督導,將2021年四季度實(shi)施(shi)的制造業(ye)中小(xiao)微(wei)企業(ye)延(yan)緩(huan)繳(jiao)(jiao)納部(bu)分稅費(fei)政(zheng)策(ce),延(yan)續實(shi)施(shi)6個(ge)月;支持我省(sheng)汽(qi)車生產企業(ye)爭(zheng)取國家新能源汽(qi)車購置補貼,繼續實(shi)施(shi)充電設施(shi)獎補、車船(chuan)稅減免優(you)惠政(zheng)策(ce)。(省(sheng)稅務(wu)局,省(sheng)發展改革委、省(sheng)財政(zheng)廳、省(sheng)能源局,深(shen)圳市稅務(wu)局,各地級以上市人民(min)政(zheng)府)

(三)2022年(nian)擴大“六稅(shui)(shui)(shui)兩費”適用(yong)范圍,按照(zhao)50%稅(shui)(shui)(shui)額幅度減(jian)(jian)征資源稅(shui)(shui)(shui)、城(cheng)市(shi)(shi)維護建設稅(shui)(shui)(shui)、房產稅(shui)(shui)(shui)、城(cheng)鎮(zhen)土地(di)使(shi)用(yong)稅(shui)(shui)(shui)、印(yin)花稅(shui)(shui)(shui)(不含證(zheng)券(quan)交易印(yin)花稅(shui)(shui)(shui))、耕地(di)占用(yong)稅(shui)(shui)(shui)和教(jiao)育(yu)費附加、地(di)方教(jiao)育(yu)附加等“六稅(shui)(shui)(shui)兩費”的(de)(de)適用(yong)主體,由增值(zhi)稅(shui)(shui)(shui)小(xiao)規(gui)(gui)模納稅(shui)(shui)(shui)人(ren)擴展至小(xiao)型微利企(qi)業(ye)和個體工商(shang)戶(hu),通過納稅(shui)(shui)(shui)人(ren)申報數據,對符(fu)合(he)條件的(de)(de)“小(xiao)規(gui)(gui)模納稅(shui)(shui)(shui)人(ren)”“小(xiao)型微利企(qi)業(ye)”“個體工商(shang)戶(hu)”等進行自動(dong)判別,確保(bao)便利享受政(zheng)策。2022年(nian)對符(fu)合(he)房產稅(shui)(shui)(shui)、城(cheng)鎮(zhen)土地(di)使(shi)用(yong)稅(shui)(shui)(shui)困(kun)難(nan)減(jian)(jian)免(mian)稅(shui)(shui)(shui)情形,納稅(shui)(shui)(shui)確有困(kun)難(nan)的(de)(de)納稅(shui)(shui)(shui)人(ren)按規(gui)(gui)定給(gei)予合(he)理困(kun)難(nan)減(jian)(jian)免(mian)。(省稅(shui)(shui)(shui)務(wu)局,省財政(zheng)廳,深圳市(shi)(shi)稅(shui)(shui)(shui)務(wu)局,各地(di)級以上市(shi)(shi)人(ren)民(min)政(zheng)府)

(四)降低企業社保(bao)(bao)負擔,2022年延(yan)續(xu)實施階段性降低失業保(bao)(bao)險、工傷(shang)保(bao)(bao)險費(fei)(fei)率(lv)政(zheng)策。全(quan)省失業保(bao)(bao)險基準費(fei)(fei)率(lv)延(yan)續(xu)按1%實施,繼續(xu)同步實施浮動費(fei)(fei)率(lv)政(zheng)策;工傷(shang)保(bao)(bao)險在(zai)執(zhi)行行業基準費(fei)(fei)率(lv)和浮動費(fei)(fei)率(lv)政(zheng)策的基礎(chu)上,全(quan)省參(can)保(bao)(bao)單位統一階段性下調繳費(fei)(fei)費(fei)(fei)率(lv)20%。對(dui)不裁員、少裁員的企業繼續(xu)實施普惠性失業保(bao)(bao)險穩崗返還(huan)政(zheng)策,在(zai)2022年度將(jiang)中(zhong)小微(wei)企業返還(huan)比(bi)例從60%最(zui)高提(ti)至(zhi)90%。(省人力資源社會保(bao)(bao)障廳,省稅(shui)務局(ju)、深圳市稅(shui)務局(ju),各地級(ji)以(yi)上市人民政(zheng)府)

(五)2022年(nian)(nian)被列為疫情中(zhong)高風險地(di)區(qu)所在(zai)的(de)縣級行政(zheng)區(qu)域內的(de)制造業(ye)小微企業(ye)和個體(ti)工商戶(hu)承(cheng)租(zu)國有(you)房(fang)屋(wu)(wu),2022年(nian)(nian)減(jian)免(mian)6個月(yue)租(zu)金(jin)(jin),其他地(di)區(qu)減(jian)免(mian)3個月(yue)租(zu)金(jin)(jin)。對減(jian)免(mian)租(zu)金(jin)(jin)的(de)房(fang)屋(wu)(wu)業(ye)主(zhu),按(an)減(jian)免(mian)租(zu)金(jin)(jin)月(yue)數給(gei)予房(fang)產(chan)稅(shui)(shui)、城鎮土地(di)使用稅(shui)(shui)困難減(jian)免(mian)。因(yin)減(jian)免(mian)租(zu)金(jin)(jin)影(ying)響國有(you)企事業(ye)單位業(ye)績的(de),在(zai)考核中(zhong)根據實(shi)際情況予以(yi)(yi)認(ren)可。(省(sheng)(sheng)(sheng)住房(fang)城鄉(xiang)建設廳、省(sheng)(sheng)(sheng)財(cai)政(zheng)廳、省(sheng)(sheng)(sheng)國資委、省(sheng)(sheng)(sheng)機關事務管(guan)理(li)局、省(sheng)(sheng)(sheng)文資辦、省(sheng)(sheng)(sheng)稅(shui)(shui)務局、深圳市稅(shui)(shui)務局、各地(di)級以(yi)(yi)上市人民政(zheng)府按(an)職責分(fen)工負責)

(六)完善整治(zhi)工業領(ling)域涉(she)企(qi)亂(luan)收(shou)(shou)費(fei)(fei)協(xie)同治(zhi)理和聯(lian)合懲戒機制,開展涉(she)企(qi)亂(luan)收(shou)(shou)費(fei)(fei)專項整治(zhi)行(xing)(xing)動,制止亂(luan)收(shou)(shou)費(fei)(fei)、亂(luan)攤(tan)派、亂(luan)罰款行(xing)(xing)為(wei)(wei)。加強對海運(yun)市場(chang)相關(guan)主(zhu)體收(shou)(shou)費(fei)(fei)行(xing)(xing)為(wei)(wei)的監管,依法(fa)(fa)查處違法(fa)(fa)違規收(shou)(shou)費(fei)(fei)行(xing)(xing)為(wei)(wei)。(省(sheng)發展改革委、省(sheng)財政廳、省(sheng)交(jiao)通運(yun)輸廳、省(sheng)市場(chang)監管局(ju)、各(ge)地級以上市人民政府按職責分工負責)

二丶實施融資促進行動

(七)加強(qiang)信(xin)(xin)貸政策(ce)評估(gu)督(du)導,引(yin)導金(jin)融(rong)機(ji)構持續優(you)化(hua)信(xin)(xin)貸結構、提(ti)升金(jin)融(rong)服(fu)務水平,加大對實(shi)體經(jing)濟特別是制造(zao)業(ye)(ye)的(de)支(zhi)持力度。支(zhi)持開展“補貸保”聯(lian)動試點。加強(qiang)對銀(yin)行支(zhi)持制造(zao)業(ye)(ye)發展的(de)引(yin)導激勵,研究(jiu)將商業(ye)(ye)銀(yin)行開展小(xiao)微企(qi)業(ye)(ye)信(xin)(xin)用貸款等相關指標作為財(cai)政資金(jin)存放(fang)的(de)參(can)考依據,推動大型國有銀(yin)行優(you)化(hua)經(jing)濟資本分配,向制造(zao)業(ye)(ye)企(qi)業(ye)(ye)傾斜,推動制造(zao)業(ye)(ye)中長期貸款保持較快增長。(省地方金(jin)融(rong)監(jian)管局、省工(gong)業(ye)(ye)和信(xin)(xin)息化(hua)廳、省財(cai)政廳,人(ren)民(min)銀(yin)行廣州分行、廣東銀(yin)保監(jian)局、人(ren)民(min)銀(yin)行深圳(zhen)市中心支(zhi)行、深圳(zhen)銀(yin)保監(jian)局,各(ge)地級以上市人(ren)民(min)政府)

(八(ba))2022年(nian)人民(min)銀行(xing)(xing)(xing)(xing)對(dui)符合(he)條(tiao)件的(de)地方(fang)法人銀行(xing)(xing)(xing)(xing),按(an)普惠小(xiao)微貸(dai)款余額增量的(de)1%提供激勵(li)資(zi)金;符合(he)條(tiao)件的(de)地方(fang)法人銀行(xing)(xing)(xing)(xing)發放普惠小(xiao)微信用貸(dai)款,可向人民(min)銀行(xing)(xing)(xing)(xing)申(shen)請(qing)再貸(dai)款優惠資(zi)金支持。鼓勵(li)金融機構(gou)對(dui)符合(he)續貸(dai)條(tiao)件的(de)工業(ye)(ye)企業(ye)(ye)按(an)正常續貸(dai)業(ye)(ye)務辦理,不(bu)得盲目(mu)惜(xi)貸(dai)、抽(chou)貸(dai)、斷(duan)貸(dai)、壓貸(dai),保(bao)(bao)持資(zi)金合(he)理流(liu)動性。(省地方(fang)金融監管局,人民(min)銀行(xing)(xing)(xing)(xing)廣州分行(xing)(xing)(xing)(xing)、廣東銀保(bao)(bao)監局、人民(min)銀行(xing)(xing)(xing)(xing)深圳市中心支行(xing)(xing)(xing)(xing)、深圳銀保(bao)(bao)監局,各(ge)地級以上(shang)市人民(min)政府)

(九(jiu))落實煤(mei)電等行業(ye)(ye)綠色低碳(tan)轉型金(jin)(jin)融(rong)(rong)政策,用(yong)(yong)好碳(tan)減排(pai)支(zhi)持(chi)工具和(he)支(zhi)持(chi)煤(mei)炭(tan)清潔(jie)高(gao)效利用(yong)(yong)專項(xiang)再(zai)貸款,推(tui)(tui)動金(jin)(jin)融(rong)(rong)機(ji)構加大信(xin)貸投放進度,支(zhi)持(chi)碳(tan)減排(pai)和(he)煤(mei)炭(tan)清潔(jie)高(gao)效利用(yong)(yong)重大項(xiang)目(mu)建(jian)設(she)。支(zhi)持(chi)具備跨(kua)境金(jin)(jin)融(rong)(rong)服(fu)務(wu)(wu)能力的金(jin)(jin)融(rong)(rong)機(ji)構在依(yi)法合規、風險(xian)可控前提(ti)下,加大對傳(chuan)統外(wai)貿(mao)企(qi)業(ye)(ye)、跨(kua)境電商和(he)物流企(qi)業(ye)(ye)等建(jian)設(she)和(he)使用(yong)(yong)海(hai)(hai)外(wai)倉的金(jin)(jin)融(rong)(rong)支(zhi)持(chi)。繼續(xu)發揮“政銀(yin)(yin)保(bao)(bao)”合作平臺(tai)作用(yong)(yong),推(tui)(tui)廣“貿(mao)融(rong)(rong)易(yi)”服(fu)務(wu)(wu)模式(shi),優化保(bao)(bao)險(xian)產(chan)品(pin)及服(fu)務(wu)(wu),運用(yong)(yong)海(hai)(hai)外(wai)投資保(bao)(bao)險(xian)等政策性(xing)保(bao)(bao)險(xian)工具,為海(hai)(hai)外(wai)倉建(jian)設(she)提(ti)供(gong)風險(xian)保(bao)(bao)障。(省地方金(jin)(jin)融(rong)(rong)監管局、省商務(wu)(wu)廳,人(ren)(ren)(ren)民(min)銀(yin)(yin)行廣州分行、廣東銀(yin)(yin)保(bao)(bao)監局、人(ren)(ren)(ren)民(min)銀(yin)(yin)行深(shen)圳市(shi)中心(xin)支(zhi)行、深(shen)圳銀(yin)(yin)保(bao)(bao)監局,各地級以上市(shi)人(ren)(ren)(ren)民(min)政府)

(十(shi))2022年(nian)繼(ji)續引導(dao)金融(rong)系(xi)統向實(shi)體經濟讓利(li),落實(shi)好貸(dai)款市(shi)場報(bao)價利(li)率(lv)(lv)(LPR)下行、支(zhi)(zhi)小再貸(dai)款利(li)率(lv)(lv)下調,推(tui)(tui)動實(shi)際貸(dai)款利(li)率(lv)(lv)在前期大幅降低(di)(di)基礎(chu)上繼(ji)續下行,督(du)促指導(dao)降低(di)(di)銀行賬(zhang)戶(hu)服(fu)務收(shou)費、人民幣轉賬(zhang)匯款手續費、銀行卡刷卡手續費,推(tui)(tui)動小微(wei)(wei)企業和個體工商戶(hu)綜合融(rong)資成本穩(wen)中有降。(省(sheng)地方金融(rong)監管局,人民銀行廣州分行、廣東(dong)銀保監局、人民銀行深(shen)圳(zhen)市(shi)中心支(zhi)(zhi)行、深(shen)圳(zhen)銀保監局,各地級以上市(shi)人民政府(fu))

三丶實施保供(gong)穩價行動

(十一)建立健全煤電油氣(qi)運保障(zhang)協調(diao)機制,加強資源(yuan)統籌調(diao)度,制定(ding)能(neng)源(yuan)保供應急預案,做(zuo)實做(zuo)細工(gong)業(ye)(ye)企業(ye)(ye)能(neng)源(yuan)電力保供工(gong)作。嚴厲(li)打擊散布虛假信(xin)息(xi)、哄抬價(jia)格等各類違法(fa)行(xing)為和資本(ben)無序炒作。(省能(neng)源(yuan)局、省工(gong)業(ye)(ye)和信(xin)息(xi)化廳(ting)、省交通(tong)運輸廳(ting)、省市場監(jian)管(guan)局,各地級以上市人民政府(fu))

(十(shi)三)拓(tuo)展(zhan)工業(ye)企(qi)(qi)業(ye)多(duo)元化(hua)資(zi)(zi)源(yuan)(yuan)供(gong)給渠道,支(zhi)(zhi)持企(qi)(qi)業(ye)投資(zi)(zi)開(kai)(kai)發(fa)鐵礦(kuang)、銅礦(kuang)等國(guo)內(nei)具備(bei)資(zi)(zi)源(yuan)(yuan)條件、符合(he)生態環(huan)境(jing)保(bao)護(hu)要求的(de)礦(kuang)產(chan)(chan)開(kai)(kai)發(fa)項(xiang)目,加(jia)快建設符合(he)產(chan)(chan)業(ye)政策的(de)廢鋼(gang)、廢有色金(jin)屬(shu)、廢紙(zhi)等再生資(zi)(zi)源(yuan)(yuan)回(hui)收利用項(xiang)目,提高“城市(shi)礦(kuang)山”對(dui)資(zi)(zi)源(yuan)(yuan)的(de)保(bao)障能(neng)力,鼓(gu)勵企(qi)(qi)業(ye)規范開(kai)(kai)展(zhan)境(jing)外資(zi)(zi)源(yuan)(yuan)勘探開(kai)(kai)發(fa),構建穩定開(kai)(kai)放的(de)資(zi)(zi)源(yuan)(yuan)保(bao)障體系。支(zhi)(zhi)持建立上(shang)(shang)下(xia)游(you)協(xie)同創新發(fa)展(zhan)機制,用更優(you)質(zhi)的(de)產(chan)(chan)品供(gong)給滿足下(xia)游(you)消費需求,提升關(guan)鍵材料保(bao)障能(neng)力。加(jia)強(qiang)重(zhong)點(dian)工業(ye)企(qi)(qi)業(ye)供(gong)需對(dui)接,支(zhi)(zhi)持重(zhong)點(dian)企(qi)(qi)業(ye)簽訂長期協(xie)議。(省(sheng)(sheng)(sheng)自然(ran)資(zi)(zi)源(yuan)(yuan)廳(ting)(ting)、省(sheng)(sheng)(sheng)發(fa)展(zhan)改(gai)革委、省(sheng)(sheng)(sheng)工業(ye)和信(xin)息化(hua)廳(ting)(ting)、省(sheng)(sheng)(sheng)生態環(huan)境(jing)廳(ting)(ting)、省(sheng)(sheng)(sheng)商務廳(ting)(ting)、省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)委,各地級以(yi)上(shang)(shang)市(shi)人民政府)

(十(shi)四)堅持綠(lv)色發展(zhan),整合差(cha)別電(dian)(dian)價(jia)、階(jie)梯(ti)電(dian)(dian)價(jia)、懲罰性電(dian)(dian)價(jia)等差(cha)別化電(dian)(dian)價(jia)政策,建立統(tong)一的(de)高耗(hao)能(neng)(neng)行(xing)業(ye)階(jie)梯(ti)電(dian)(dian)價(jia)制度(du),對能(neng)(neng)效(xiao)達(da)(da)到(dao)基準水平的(de)存量(liang)企業(ye)和(he)能(neng)(neng)效(xiao)達(da)(da)到(dao)標桿(gan)水平的(de)在建、擬(ni)建企業(ye)用電(dian)(dian)不(bu)加價(jia),未達(da)(da)到(dao)的(de)根據能(neng)(neng)效(xiao)水平差(cha)距(ju)實行(xing)階(jie)梯(ti)電(dian)(dian)價(jia),加價(jia)電(dian)(dian)費專(zhuan)項用于支持企業(ye)節能(neng)(neng)減污降碳技術(shu)改造。(省發展(zhan)改革委、省工業(ye)和(he)信息(xi)化廳(ting)、省能(neng)(neng)源(yuan)局,各地級(ji)以上市人民政府)

四丶(zhu)實施投資提振行動

(十五)建立(li)健(jian)全招(zhao)(zhao)商引(yin)(yin)資(zi)“一把(ba)手”負責制,全面(mian)推(tui)進產(chan)業(ye)(ye)(ye)鏈(lian)招(zhao)(zhao)商工程,搭建省(sheng)(sheng)市(shi)招(zhao)(zhao)商引(yin)(yin)資(zi)網(wang)絡,編制戰略(lve)性產(chan)業(ye)(ye)(ye)集群(qun)產(chan)業(ye)(ye)(ye)圖(tu)譜(pu)和(he)產(chan)業(ye)(ye)(ye)招(zhao)(zhao)商地圖(tu),成立(li)產(chan)業(ye)(ye)(ye)鏈(lian)招(zhao)(zhao)商聯盟,建立(li)產(chan)業(ye)(ye)(ye)招(zhao)(zhao)商數據庫和(he)目(mu)標(biao)企業(ye)(ye)(ye)清單,統籌舉(ju)辦系列(lie)招(zhao)(zhao)商活(huo)動(dong)(dong),推(tui)進實施產(chan)業(ye)(ye)(ye)鏈(lian)“集群(qun)式”招(zhao)(zhao)商。積極主動(dong)(dong)跟(gen)進在(zai)談重點項目(mu),推(tui)動(dong)(dong)盡快簽約落(luo)地。建立(li)健(jian)全省(sheng)(sheng)級(ji)政策性基金盡職免責機(ji)制,引(yin)(yin)導基金圍繞(rao)產(chan)業(ye)(ye)(ye)鏈(lian)上下(xia)游聯動(dong)(dong)投資(zi)。指導推(tui)動(dong)(dong)大(da)型產(chan)業(ye)(ye)(ye)集聚區開發(fa)建設取(qu)得實質性進展,培育(yu)和(he)評選一批(pi)省(sheng)(sheng)特色產(chan)業(ye)(ye)(ye)園,為招(zhao)(zhao)引(yin)(yin)大(da)項目(mu)、培育(yu)大(da)產(chan)業(ye)(ye)(ye)提供(gong)高(gao)水(shui)平的發(fa)展平臺。(省(sheng)(sheng)商務廳、省(sheng)(sheng)工業(ye)(ye)(ye)和(he)信(xin)息化廳、省(sheng)(sheng)財政廳,各(ge)地級(ji)以(yi)上市(shi)人民政府(fu))

九丶組織實施

加強(qiang)統籌協(xie)調。充分(fen)發(fa)揮制(zhi)造強(qiang)省(sheng)建設領導(dao)(dao)小組統籌協(xie)調作用(yong),指導(dao)(dao)推進全省(sheng)工(gong)(gong)業(ye)穩(wen)增(zeng)長(chang)(chang)工(gong)(gong)作。省(sheng)各(ge)(ge)(ge)有關單位要各(ge)(ge)(ge)司(si)其職、加強(qiang)配合,加大(da)對(dui)各(ge)(ge)(ge)地(di)工(gong)(gong)業(ye)穩(wen)增(zeng)長(chang)(chang)的指導(dao)(dao)和支持。各(ge)(ge)(ge)市要建立由市政(zheng)府主要領導(dao)(dao)牽頭的工(gong)(gong)業(ye)穩(wen)增(zeng)長(chang)(chang)協(xie)調機制(zhi),加強(qiang)對(dui)工(gong)(gong)業(ye)經濟運行態勢的跟蹤監測,強(qiang)化預研預判(pan),做好(hao)政(zheng)策儲備,科(ke)學精準做好(hao)疫(yi)情防控工(gong)(gong)作,全力以赴保障重點(dian)行業(ye)、重點(dian)園區(qu)、重點(dian)企業(ye)和重點(dian)項目穩(wen)定運行。

強化(hua)責任(ren)落(luo)實(shi)(shi)。各(ge)地(di)、各(ge)部(bu)門要強化(hua)責任(ren)擔當、主動作(zuo)為,著力抓好各(ge)項任(ren)務落(luo)實(shi)(shi),確保(bao)政策到(dao)位、措施(shi)到(dao)位、成(cheng)效到(dao)位。將工業穩(wen)增長(chang)工作(zuo)列入重點督辦范圍,實(shi)(shi)施(shi)月度(du)監測、季度(du)通報,對(dui)工作(zuo)不落(luo)實(shi)(shi)或者落(luo)實(shi)(shi)不到(dao)位的地(di)區和部(bu)門進行(xing)約談。

加(jia)(jia)大(da)宣貫服務。各(ge)地、各(ge)部門要把握(wo)好政(zheng)(zheng)策時效(xiao)性,加(jia)(jia)大(da)政(zheng)(zheng)策和工業經(jing)濟運行亮點的宣傳力(li)度(du),跟蹤評估政(zheng)(zheng)策落實情況,總結梳理好經(jing)驗好做法(fa),及(ji)時幫(bang)助企業解決問題和困難,疏通政(zheng)(zheng)策落實過程中的難點、堵點問題,確保政(zheng)(zheng)策有效(xiao)傳導至市場主體,不斷增強企業長(chang)遠發展信心。
