                                        廣東省促進工業經濟平(ping)穩增長行動方案

為深入貫(guan)徹習近(jin)平(ping)總書記關于振作工(gong)業(ye)經(jing)(jing)(jing)濟(ji)的(de)重要指(zhi)示精神,落實國家(jia)發展改革委(wei)等部委(wei)《關于印(yin)發促進工(gong)業(ye)經(jing)(jing)(jing)濟(ji)平(ping)穩增長的(de)若干政策(ce)的(de)通(tong)知(zhi)》(發改產業(ye)〔2022〕273號),強化政策(ce)扶持(chi),優化發展環境,激發市場(chang)主體活力,進一步(bu)鞏固工(gong)業(ye)經(jing)(jing)(jing)濟(ji)增長勢頭,確保工(gong)業(ye)經(jing)(jing)(jing)濟(ji)運行(xing)在合理(li)區(qu)間(jian),制定本行(xing)動(dong)方案。


一丶實(shi)施(shi)減稅(shui)降費行(xing)動

(一)加(jia)大(da)中小(xiao)微(wei)(wei)企(qi)業設(she)備器具(ju)稅前扣(kou)除力度,中小(xiao)微(wei)(wei)企(qi)業2022年度內新購置的單(dan)位價值500萬(wan)元(yuan)以(yi)(yi)上(shang)的設(she)備器具(ju),折舊年限為(wei)3年的可(ke)選擇一次性稅前扣(kou)除,折舊年限為(wei)4年、5年、10年的可(ke)減半扣(kou)除;企(qi)業可(ke)按季(ji)度享受(shou)優惠,當年不足扣(kou)除形(xing)成的虧(kui)損,可(ke)按規定在以(yi)(yi)后5個納(na)稅年度結轉扣(kou)除。以(yi)(yi)購進(jin)500萬(wan)元(yuan)以(yi)(yi)上(shang)的設(she)備器具(ju)相關信息為(wei)依據,對(dui)納(na)稅人開展精準推(tui)送服務(wu)。(省稅務(wu)局(ju)、深(shen)圳市稅務(wu)局(ju),各地級以(yi)(yi)上(shang)市人民政(zheng)府,第(di)一個為(wei)牽頭單(dan)位,下(xia)同)

(二)做好(hao)制(zhi)造(zao)業中小微(wei)企業稅費緩繳(jiao)政(zheng)策延(yan)期的落實督導,將2021年四季度(du)實施(shi)(shi)的制(zhi)造(zao)業中小微(wei)企業延(yan)緩繳(jiao)納部分稅費政(zheng)策,延(yan)續實施(shi)(shi)6個(ge)月;支持我省(sheng)汽車(che)生(sheng)產企業爭取國(guo)家新能源汽車(che)購置補貼,繼續實施(shi)(shi)充(chong)電設施(shi)(shi)獎(jiang)補、車(che)船稅減免優(you)惠政(zheng)策。(省(sheng)稅務局,省(sheng)發展改革委(wei)、省(sheng)財政(zheng)廳(ting)、省(sheng)能源局,深圳市稅務局,各地級以上市人民(min)政(zheng)府(fu))

(三)2022年(nian)擴大“六稅(shui)(shui)(shui)兩費(fei)”適用(yong)范(fan)圍(wei),按照50%稅(shui)(shui)(shui)額幅度減(jian)征資源稅(shui)(shui)(shui)、城市維護建設稅(shui)(shui)(shui)、房產(chan)稅(shui)(shui)(shui)、城鎮土(tu)地(di)使用(yong)稅(shui)(shui)(shui)、印花(hua)稅(shui)(shui)(shui)(不含證券交(jiao)易印花(hua)稅(shui)(shui)(shui))、耕地(di)占(zhan)用(yong)稅(shui)(shui)(shui)和(he)教育費(fei)附加(jia)、地(di)方教育附加(jia)等“六稅(shui)(shui)(shui)兩費(fei)”的適用(yong)主體(ti)(ti),由增值(zhi)稅(shui)(shui)(shui)小(xiao)規模(mo)納稅(shui)(shui)(shui)人(ren)擴展至(zhi)小(xiao)型(xing)微(wei)利(li)(li)企(qi)業和(he)個體(ti)(ti)工(gong)商戶,通(tong)過納稅(shui)(shui)(shui)人(ren)申(shen)報數據,對(dui)符(fu)(fu)合(he)條件的“小(xiao)規模(mo)納稅(shui)(shui)(shui)人(ren)”“小(xiao)型(xing)微(wei)利(li)(li)企(qi)業”“個體(ti)(ti)工(gong)商戶”等進行自動判別,確保(bao)便利(li)(li)享受政策。2022年(nian)對(dui)符(fu)(fu)合(he)房產(chan)稅(shui)(shui)(shui)、城鎮土(tu)地(di)使用(yong)稅(shui)(shui)(shui)困(kun)難減(jian)免稅(shui)(shui)(shui)情形(xing),納稅(shui)(shui)(shui)確有困(kun)難的納稅(shui)(shui)(shui)人(ren)按規定給予合(he)理困(kun)難減(jian)免。(省稅(shui)(shui)(shui)務局(ju),省財政廳,深圳市稅(shui)(shui)(shui)務局(ju),各地(di)級以上市人(ren)民政府)

(四)降低企業(ye)(ye)社保(bao)負擔,2022年延續實施(shi)階(jie)段(duan)性降低失(shi)(shi)業(ye)(ye)保(bao)險(xian)、工傷(shang)保(bao)險(xian)費(fei)(fei)率(lv)政(zheng)策。全省(sheng)失(shi)(shi)業(ye)(ye)保(bao)險(xian)基(ji)準費(fei)(fei)率(lv)延續按1%實施(shi),繼續同步(bu)實施(shi)浮(fu)動費(fei)(fei)率(lv)政(zheng)策;工傷(shang)保(bao)險(xian)在執行(xing)(xing)行(xing)(xing)業(ye)(ye)基(ji)準費(fei)(fei)率(lv)和浮(fu)動費(fei)(fei)率(lv)政(zheng)策的(de)基(ji)礎上,全省(sheng)參保(bao)單位(wei)統一階(jie)段(duan)性下調繳費(fei)(fei)費(fei)(fei)率(lv)20%。對不(bu)裁(cai)(cai)員、少裁(cai)(cai)員的(de)企業(ye)(ye)繼續實施(shi)普惠(hui)性失(shi)(shi)業(ye)(ye)保(bao)險(xian)穩崗返還政(zheng)策,在2022年度(du)將中小微企業(ye)(ye)返還比例從60%最高提至90%。(省(sheng)人(ren)力資(zi)源社會保(bao)障廳,省(sheng)稅務局(ju)、深(shen)圳市(shi)稅務局(ju),各地級以上市(shi)人(ren)民政(zheng)府)

(五)2022年(nian)被列為疫情中(zhong)高風險(xian)地(di)(di)區所在(zai)的(de)(de)縣級行(xing)政區域內的(de)(de)制造業小微企業和(he)個體工商戶(hu)承租(zu)(zu)國有房屋,2022年(nian)減(jian)(jian)免(mian)6個月租(zu)(zu)金(jin)(jin),其他(ta)地(di)(di)區減(jian)(jian)免(mian)3個月租(zu)(zu)金(jin)(jin)。對減(jian)(jian)免(mian)租(zu)(zu)金(jin)(jin)的(de)(de)房屋業主,按(an)(an)減(jian)(jian)免(mian)租(zu)(zu)金(jin)(jin)月數給予房產稅(shui)(shui)、城(cheng)鎮(zhen)土(tu)地(di)(di)使用稅(shui)(shui)困(kun)難減(jian)(jian)免(mian)。因減(jian)(jian)免(mian)租(zu)(zu)金(jin)(jin)影響(xiang)國有企事(shi)業單位業績的(de)(de),在(zai)考核中(zhong)根據實際情況(kuang)予以(yi)認可。(省住房城(cheng)鄉建設廳、省財政廳、省國資(zi)委、省機關事(shi)務管理局、省文資(zi)辦、省稅(shui)(shui)務局、深圳市稅(shui)(shui)務局、各(ge)地(di)(di)級以(yi)上(shang)市人民政府按(an)(an)職(zhi)責(ze)分工負責(ze))

(六)完善(shan)整(zheng)治(zhi)工(gong)業領(ling)域涉企亂(luan)收(shou)費(fei)(fei)(fei)協(xie)同(tong)治(zhi)理和聯合(he)懲戒機制,開展(zhan)涉企亂(luan)收(shou)費(fei)(fei)(fei)專(zhuan)項整(zheng)治(zhi)行動,制止(zhi)亂(luan)收(shou)費(fei)(fei)(fei)、亂(luan)攤派(pai)、亂(luan)罰款行為。加強對海運市(shi)(shi)場相關主體收(shou)費(fei)(fei)(fei)行為的(de)監(jian)管(guan),依法查處(chu)違法違規收(shou)費(fei)(fei)(fei)行為。(省(sheng)(sheng)發展(zhan)改革委(wei)、省(sheng)(sheng)財(cai)政廳、省(sheng)(sheng)交通運輸廳、省(sheng)(sheng)市(shi)(shi)場監(jian)管(guan)局、各(ge)地級以上市(shi)(shi)人(ren)民(min)政府按職責分工(gong)負責)

二丶實施融資促進行動

(七)加(jia)強信貸(dai)政(zheng)策評估督導,引導金(jin)融(rong)(rong)機構持續優化(hua)信貸(dai)結構、提升金(jin)融(rong)(rong)服務水平,加(jia)大(da)(da)對實(shi)體經濟特別是(shi)制造(zao)(zao)業的(de)支(zhi)持力度。支(zhi)持開(kai)展(zhan)(zhan)“補(bu)貸(dai)保”聯動(dong)(dong)試點。加(jia)強對銀(yin)行(xing)(xing)支(zhi)持制造(zao)(zao)業發(fa)展(zhan)(zhan)的(de)引導激勵,研究將商業銀(yin)行(xing)(xing)開(kai)展(zhan)(zhan)小微企業信用貸(dai)款(kuan)等相關指標作為財政(zheng)資金(jin)存放的(de)參(can)考依據,推動(dong)(dong)大(da)(da)型國(guo)有銀(yin)行(xing)(xing)優化(hua)經濟資本分配,向制造(zao)(zao)業企業傾斜,推動(dong)(dong)制造(zao)(zao)業中(zhong)長期貸(dai)款(kuan)保持較快(kuai)增長。(省(sheng)(sheng)地(di)方金(jin)融(rong)(rong)監(jian)管局(ju)(ju)、省(sheng)(sheng)工(gong)業和信息化(hua)廳、省(sheng)(sheng)財政(zheng)廳,人民(min)銀(yin)行(xing)(xing)廣州分行(xing)(xing)、廣東銀(yin)保監(jian)局(ju)(ju)、人民(min)銀(yin)行(xing)(xing)深圳(zhen)市中(zhong)心支(zhi)行(xing)(xing)、深圳(zhen)銀(yin)保監(jian)局(ju)(ju),各地(di)級以上市人民(min)政(zheng)府)

(八(ba))2022年人(ren)民銀(yin)(yin)行(xing)(xing)對符合(he)條件(jian)的地方法人(ren)銀(yin)(yin)行(xing)(xing),按(an)普(pu)惠小微(wei)貸(dai)(dai)款余額增(zeng)量(liang)的1%提供激勵(li)資金(jin);符合(he)條件(jian)的地方法人(ren)銀(yin)(yin)行(xing)(xing)發(fa)放普(pu)惠小微(wei)信用貸(dai)(dai)款,可向人(ren)民銀(yin)(yin)行(xing)(xing)申請再貸(dai)(dai)款優惠資金(jin)支持。鼓(gu)勵(li)金(jin)融(rong)機構對符合(he)續貸(dai)(dai)條件(jian)的工(gong)業企業按(an)正常(chang)續貸(dai)(dai)業務辦(ban)理,不得盲目惜貸(dai)(dai)、抽貸(dai)(dai)、斷貸(dai)(dai)、壓貸(dai)(dai),保(bao)(bao)持資金(jin)合(he)理流動性(xing)。(省地方金(jin)融(rong)監(jian)(jian)管局,人(ren)民銀(yin)(yin)行(xing)(xing)廣州分行(xing)(xing)、廣東銀(yin)(yin)保(bao)(bao)監(jian)(jian)局、人(ren)民銀(yin)(yin)行(xing)(xing)深圳(zhen)(zhen)市中心(xin)支行(xing)(xing)、深圳(zhen)(zhen)銀(yin)(yin)保(bao)(bao)監(jian)(jian)局,各地級以上市人(ren)民政府(fu))

(九)落(luo)實煤電(dian)等行業綠(lv)色低碳(tan)轉(zhuan)型金(jin)融(rong)政(zheng)策(ce),用(yong)(yong)好(hao)碳(tan)減(jian)排支(zhi)持(chi)(chi)工具(ju)(ju)和支(zhi)持(chi)(chi)煤炭清潔高(gao)效利用(yong)(yong)專(zhuan)項再貸(dai)款,推動(dong)金(jin)融(rong)機構加大(da)(da)信貸(dai)投放進度,支(zhi)持(chi)(chi)碳(tan)減(jian)排和煤炭清潔高(gao)效利用(yong)(yong)重大(da)(da)項目建(jian)設。支(zhi)持(chi)(chi)具(ju)(ju)備跨境(jing)金(jin)融(rong)服(fu)(fu)務能力的金(jin)融(rong)機構在依法合規、風(feng)險(xian)(xian)(xian)可控前提下,加大(da)(da)對傳統外貿企業、跨境(jing)電(dian)商和物(wu)流(liu)企業等建(jian)設和使用(yong)(yong)海外倉(cang)(cang)的金(jin)融(rong)支(zhi)持(chi)(chi)。繼續發(fa)揮“政(zheng)銀保(bao)(bao)”合作平臺(tai)作用(yong)(yong),推廣(guang)(guang)“貿融(rong)易”服(fu)(fu)務模式,優化保(bao)(bao)險(xian)(xian)(xian)產品及(ji)服(fu)(fu)務,運用(yong)(yong)海外投資保(bao)(bao)險(xian)(xian)(xian)等政(zheng)策(ce)性保(bao)(bao)險(xian)(xian)(xian)工具(ju)(ju),為海外倉(cang)(cang)建(jian)設提供風(feng)險(xian)(xian)(xian)保(bao)(bao)障。(省地方(fang)金(jin)融(rong)監管(guan)局(ju)、省商務廳(ting),人(ren)民銀行廣(guang)(guang)州分行、廣(guang)(guang)東銀保(bao)(bao)監局(ju)、人(ren)民銀行深圳市(shi)中心支(zhi)行、深圳銀保(bao)(bao)監局(ju),各地級以上(shang)市(shi)人(ren)民政(zheng)府)

(十)2022年繼續引導金(jin)融(rong)系統向實(shi)體(ti)經濟讓利(li),落實(shi)好貸款(kuan)(kuan)市(shi)場報(bao)價(jia)利(li)率(LPR)下(xia)行(xing)(xing)、支(zhi)小(xiao)(xiao)再貸款(kuan)(kuan)利(li)率下(xia)調,推(tui)動(dong)實(shi)際貸款(kuan)(kuan)利(li)率在前(qian)期大幅降低基礎上繼續下(xia)行(xing)(xing),督促指(zhi)導降低銀(yin)(yin)行(xing)(xing)賬戶服務收費、人民(min)幣轉賬匯款(kuan)(kuan)手續費、銀(yin)(yin)行(xing)(xing)卡(ka)刷卡(ka)手續費,推(tui)動(dong)小(xiao)(xiao)微企業和個體(ti)工(gong)商戶綜合融(rong)資(zi)成本穩中(zhong)有降。(省(sheng)地方金(jin)融(rong)監管局(ju),人民(min)銀(yin)(yin)行(xing)(xing)廣州分行(xing)(xing)、廣東銀(yin)(yin)保(bao)監局(ju)、人民(min)銀(yin)(yin)行(xing)(xing)深(shen)圳(zhen)(zhen)市(shi)中(zhong)心(xin)支(zhi)行(xing)(xing)、深(shen)圳(zhen)(zhen)銀(yin)(yin)保(bao)監局(ju),各地級以上市(shi)人民(min)政府(fu))

三丶(zhu)實(shi)施保供(gong)穩價行動

(十一)建立健全(quan)煤電油(you)氣運保障協調機(ji)制(zhi),加強資源統籌調度,制(zhi)定能源保供應(ying)急預案,做(zuo)實做(zuo)細工(gong)業(ye)企業(ye)能源電力(li)保供工(gong)作。嚴厲(li)打(da)擊散布虛假(jia)信息、哄(hong)抬價格等各(ge)類違法行(xing)為和資本無序(xu)炒作。(省(sheng)(sheng)能源局、省(sheng)(sheng)工(gong)業(ye)和信息化廳(ting)、省(sheng)(sheng)交(jiao)通運輸(shu)廳(ting)、省(sheng)(sheng)市(shi)(shi)場監管局,各(ge)地(di)級以上(shang)市(shi)(shi)人民政(zheng)府)

(十三(san))拓(tuo)展(zhan)工業(ye)(ye)企業(ye)(ye)多元化資(zi)(zi)(zi)源(yuan)(yuan)供(gong)給(gei)渠道,支持(chi)(chi)企業(ye)(ye)投資(zi)(zi)(zi)開(kai)發(fa)(fa)(fa)鐵礦、銅(tong)礦等(deng)國內具備資(zi)(zi)(zi)源(yuan)(yuan)條件、符合(he)生(sheng)態(tai)環境保(bao)護(hu)要(yao)求(qiu)的(de)礦產(chan)開(kai)發(fa)(fa)(fa)項(xiang)目,加(jia)快建設符合(he)產(chan)業(ye)(ye)政策的(de)廢(fei)鋼、廢(fei)有色金屬(shu)、廢(fei)紙等(deng)再生(sheng)資(zi)(zi)(zi)源(yuan)(yuan)回收利用項(xiang)目,提(ti)高“城市(shi)礦山”對資(zi)(zi)(zi)源(yuan)(yuan)的(de)保(bao)障能力(li),鼓勵企業(ye)(ye)規(gui)范開(kai)展(zhan)境外資(zi)(zi)(zi)源(yuan)(yuan)勘探開(kai)發(fa)(fa)(fa),構建穩定開(kai)放的(de)資(zi)(zi)(zi)源(yuan)(yuan)保(bao)障體系。支持(chi)(chi)建立上下(xia)游(you)協同創(chuang)新(xin)發(fa)(fa)(fa)展(zhan)機(ji)制,用更優(you)質的(de)產(chan)品供(gong)給(gei)滿足下(xia)游(you)消費(fei)需(xu)求(qiu),提(ti)升(sheng)關鍵材料保(bao)障能力(li)。加(jia)強重點工業(ye)(ye)企業(ye)(ye)供(gong)需(xu)對接,支持(chi)(chi)重點企業(ye)(ye)簽訂長期協議(yi)。(省自然資(zi)(zi)(zi)源(yuan)(yuan)廳(ting)(ting)、省發(fa)(fa)(fa)展(zhan)改革委、省工業(ye)(ye)和信息(xi)化廳(ting)(ting)、省生(sheng)態(tai)環境廳(ting)(ting)、省商務廳(ting)(ting)、省國資(zi)(zi)(zi)委,各地級以上市(shi)人民政府)

(十四)堅持綠色發(fa)展,整(zheng)合差別電(dian)價(jia)(jia)(jia)、階(jie)梯電(dian)價(jia)(jia)(jia)、懲(cheng)罰性電(dian)價(jia)(jia)(jia)等(deng)差別化(hua)電(dian)價(jia)(jia)(jia)政策,建(jian)(jian)立統一的(de)(de)高耗能(neng)行(xing)業(ye)(ye)階(jie)梯電(dian)價(jia)(jia)(jia)制度,對能(neng)效(xiao)達到(dao)基準(zhun)水(shui)平的(de)(de)存(cun)量企(qi)業(ye)(ye)和能(neng)效(xiao)達到(dao)標(biao)桿水(shui)平的(de)(de)在建(jian)(jian)、擬建(jian)(jian)企(qi)業(ye)(ye)用(yong)電(dian)不加價(jia)(jia)(jia),未達到(dao)的(de)(de)根據能(neng)效(xiao)水(shui)平差距實(shi)行(xing)階(jie)梯電(dian)價(jia)(jia)(jia),加價(jia)(jia)(jia)電(dian)費專項用(yong)于支持企(qi)業(ye)(ye)節能(neng)減污降碳技術改(gai)造。(省發(fa)展改(gai)革委、省工業(ye)(ye)和信息化(hua)廳、省能(neng)源局,各地級以上市人民(min)政府(fu))

四丶實施投資提振行(xing)動(dong)

(十五)建(jian)立健(jian)全(quan)(quan)招商(shang)引(yin)資“一(yi)把手”負責(ze)制(zhi),全(quan)(quan)面推進(jin)(jin)產(chan)業(ye)(ye)(ye)鏈招商(shang)工程,搭(da)建(jian)省(sheng)市(shi)招商(shang)引(yin)資網絡,編制(zhi)戰略性產(chan)業(ye)(ye)(ye)集群(qun)產(chan)業(ye)(ye)(ye)圖譜(pu)和產(chan)業(ye)(ye)(ye)招商(shang)地圖,成立產(chan)業(ye)(ye)(ye)鏈招商(shang)聯(lian)盟,建(jian)立產(chan)業(ye)(ye)(ye)招商(shang)數據庫和目(mu)(mu)標企業(ye)(ye)(ye)清單,統籌舉辦系列招商(shang)活(huo)動(dong)(dong),推進(jin)(jin)實(shi)施產(chan)業(ye)(ye)(ye)鏈“集群(qun)式”招商(shang)。積極主動(dong)(dong)跟進(jin)(jin)在談重點(dian)項目(mu)(mu),推動(dong)(dong)盡快簽約落地。建(jian)立健(jian)全(quan)(quan)省(sheng)級政策性基金(jin)盡職免責(ze)機(ji)制(zhi),引(yin)導基金(jin)圍繞(rao)產(chan)業(ye)(ye)(ye)鏈上下游聯(lian)動(dong)(dong)投資。指導推動(dong)(dong)大型產(chan)業(ye)(ye)(ye)集聚區開發建(jian)設(she)取得實(shi)質性進(jin)(jin)展,培育和評選一(yi)批省(sheng)特色產(chan)業(ye)(ye)(ye)園,為招引(yin)大項目(mu)(mu)、培育大產(chan)業(ye)(ye)(ye)提(ti)供高水平的發展平臺。(省(sheng)商(shang)務廳(ting)、省(sheng)工業(ye)(ye)(ye)和信(xin)息化廳(ting)、省(sheng)財政廳(ting),各地級以(yi)上市(shi)人民政府)

強化責任(ren)落實(shi)。各(ge)地、各(ge)部門要強化責任(ren)擔當、主動作為(wei),著(zhu)力抓(zhua)好(hao)各(ge)項任(ren)務落實(shi),確(que)保(bao)政策到位(wei)、措施到位(wei)、成(cheng)效(xiao)到位(wei)。將工(gong)(gong)業穩增長工(gong)(gong)作列(lie)入重點督辦范圍,實(shi)施月(yue)度監測、季度通(tong)報,對(dui)工(gong)(gong)作不落實(shi)或(huo)者落實(shi)不到位(wei)的地區和部門進行約談。
